How to Register Your Address in Germany (Anmeldung): Step-by-Step Guide
The Anmeldung is the single most critical bureaucratic requirement upon landing in Germany. Without it, you cannot obtain a tax ID, open a traditional bank account, or finalize your residence permit.
Under Section 17 of the Federal Registration Act (Bundesmeldegesetz – BMG), every resident staying longer than three months must register. Completing it unlocks:
Tax ID (Steuer-ID)
Your registration automatically triggers the generation of your German Tax ID, preventing your employer from taxing you at emergency Tax Class 6 (up to 45%).
Banking & Internet
Traditional German banks, home fiber/DSL providers, and post-paid mobile carriers require a stamped registration certificate before activating service.
Residence Permit (eAT)
The Ausländerbehörde cannot process your long-term plastic residence permit without your local address entered in the register.
University Enrolment
Universities require your registration certificate along with health insurance confirmation to complete your formal matriculation.
Arriving at the citizens’ office (Bürgeramt) without the exact required documents will result in your appointment being canceled on the spot:
1. Valid Passport or National ID
Original valid passport for all non-EU nationals. EU/EEA citizens can present a valid national identity card or passport. If on a visa, bring your entry sticker.
2. Landlord Confirmation (Wohnungsgeberbestätigung)
A legally required document signed by your landlord or housing provider confirming your move-in date. Note: Your rental lease contract (Mietvertrag) alone is NOT accepted.
3. Registration Form (Anmeldeformular)
The official government registration form completed and signed. Most cities (e.g. Berlin, Munich, Frankfurt) provide a free PDF download on their official portal.
4. Marriage / Birth Certificates (If Registering Family)
If registering a spouse or children, bring original certificates with certified German translations (or multilingual international formats).
Critical Expat Warning: The “Religion” Question
During your appointment, the officer will ask for your religious denomination (Religionszugehörigkeit). If you state Roman Catholic (römisch-katholisch) or Protestant (evangelisch), you will be registered for the German Church Tax (Kirchensteuer), which automatically deducts an additional 8% to 9% of your income tax from every paycheck.
If you do not wish to be affiliated with state-taxed religious organizations, state: “ohne Bekenntnis” (no religious affiliation).
Follow this 5-stage roadmap from securing your lease to receiving your stamped certificate:
Secure Housing That Allows Anmeldung
Make sure your temporary accommodation allows registration. Hotels and standard Airbnbs do not provide a Wohnungsgeberbestätigung. Use certified expat providers (Wunderflats, Spotahome, student dorms) or secure a long-term flat. Read our German Rental Contract (Mietvertrag) Guide.
Book Your Bürgeramt Appointment (Termin)
Book online via your city’s official municipal site (service.berlin.de, muenchen.de, etc.). In major cities like Berlin where slots fill up instantly, refresh the portal at 8:00 AM on weekday mornings when cancellations are released, or call 115 (citizens’ phone line). Read our Berlin Termin Booking Guide.
Fill Out the Anmeldeformular
Complete the form beforehand. Key fields include: Your new address, your previous address (write your foreign country if moving from abroad), move-in date, and personal tax details.
Attend Your Desk Appointment
Arrive 10 minutes early. Look for the waiting area display screen showing ticket numbers (Vorgangsnummer). Hand your documents to the case worker (Sachbearbeiter). The interview typically takes under 10 minutes.
Collect Your Stamped Meldebescheinigung
The officer enters your details into the national register, prints your official registration certificate (Meldebescheinigung), stamps it, and hands it to you immediately. Keep this original certificate safe in your records forever!
What If Appointments Are Booked 6 Weeks Out?
German law dictates you must register within 14 days of moving in. However, city authorities acknowledge severe appointment shortages. As long as you booked your appointment within the first 14 days of your move-in date, you will not be fined—even if your appointment date is a month or two in the future. Keep a printed copy of your booking confirmation email as proof.
Essential vocabulary you will encounter throughout the registration process:
| German Term | English Meaning | Why It Matters |
|---|---|---|
| Anmeldung | Address registration | The act of registering your residence with the city. |
| Abmeldung | Deregistration | Required when leaving Germany permanently to cancel contracts and taxes. |
