Converting Your Foreign Driver’s License in Germany (Umschreibung)

If you plan to drive in Germany long-term, your non-EU driver’s license is only valid for 6 months from the date of your official Anmeldung (address registration). Beyond 6 months, driving on an un-converted foreign license is illegal and considered driving without a valid license (Fahren ohne Fahrerlaubnis).

Converting your existing license to a German Führerschein is called Umschreibung.

Reciprocity Categories: Does Your License Transfer Automatically?

Germany has bilateral reciprocity agreements (Anlagesystematen) with specific countries and US states, divided into three categories:

1. Full Reciprocity (Direct Transfer – No Exams)

  • Eligible Regions: EU/EEA countries, UK, Australia, Japan, Canada, New Zealand, South Korea, and specific US states (e.g., California, Texas, Pennsylvania, Illinois, Washington, Ohio).
  • Process: You simply submit your paperwork to the local driving license office (Fahrerlaubnisbehörde) and receive a German license without taking any driving tests.

2. Partial Reciprocity (Theory Exam Only)

  • Eligible Regions: Select US states (e.g., Minnesota, Indiana, Connecticut, Florida) and specific countries.
  • Process: You must pass the official German written theory exam (Theorieprüfung), but you are exempt from the practical road test.

3. No Reciprocity (Full Exams Required)

  • Eligible Regions: India, China, Philippines, Nigeria, Pakistan, and US states without reciprocity agreements.
  • Process: You must enroll at a German driving school (Fahrschule), pass the written theory exam, and pass the practical driving road test.

Step-by-Step Umschreibung Process

1. Mandatory First Aid Course & Eye Test

Before booking your conversion appointment, you must complete:

  • First Aid Course (Erste-Hilfe-Kurs): A 9-hour basic life support training session (available in English in major cities).
  • Eye Test (Sehtest): A basic vision check performed by any certified German optician.

2. Certified Translation (ADAC / Sworn Translator)

If your license is not in German or English, obtain an official translation and classification from ADAC (the German Automobile Association) or a certified sworn translator.

3. Submit Application at Fahrerlaubnisbehörde

Book a conversion appointment at your city’s driving license authority (Fahrerlaubnisbehörde) and bring:

  • Original passport & residence permit.
  • Proof of address registration (Anmeldung).
  • Original foreign driver’s license.
  • Certified translation of the license.
  • First Aid certificate & Sehtest results.
  • Biometric passport photo.

4. Surrendering Your Original License

When your new German driver’s license is issued, you must hand over your original foreign driver’s license to the authority, where it remains archived until you permanently leave Germany.
