Wohnungsgeberbestätigung Requirement — Complete Guide

The landlord confirmation form you must obtain before registering your address (Anmeldung) in Germany. No form, no registration — and without registration, daily life quickly becomes complicated.

Why this matters

🏦

Bank account

Most German banks require a registered address to open any account.
📄

Tax ID

Your Steuer-ID is issued only after a successful Anmeldung.
⚕️

Health insurance

Statutory health insurers need proof of registered residence.
🛂

Visa / residence permit

Any permit extension requires an up-to-date Anmeldung on file.

What the form must contain

Name and address of the housing provider (Wohnungsgeber)
Name of the property owner — only required if the signer is not the owner (e.g. a main tenant subletting to you)
Full address of the apartment, including floor or unit number
Exact move-in date — this must be the actual date you moved in, not the contract start date
Full names of all residents moving into the property
Signature of the housing provider

Who can sign it?

Property owner or landlord

The most common scenario for a standard rental contract.

Property management company

A company representative signs on behalf of the owner.

Main tenant (Hauptmieter)

If you are subletting, the main tenant can sign — but they usually need their own landlord’s permission first.

Friend or family member

If moving in with someone rent-free, they act as housing provider, though their landlord may need to agree.

€50,000
Max penalty — submitting a fake registration (Scheinanmeldung)

Common pitfalls

⚠️
Airbnb and short-term rentals — Most hosts will not issue this form. Always ask “Ist eine Anmeldung möglich?” before booking temporary accommodation.
⚠️
Illegal sublet situations — A main tenant subletting without the landlord’s permission may refuse to sign, as it creates a paper trail. Clarify before moving in.
⚠️
Rental contract is not a substitute — Even a signed Mietvertrag is not accepted at the Bürgeramt. You need the specific Wohnungsgeberbestätigung form.
Never alter the move-in date — Changing the date on the form is considered document forgery (Urkundenfälschung) under German law.

If your landlord refuses or delays

Attend your Bürgeramt appointment anyway. Inform the official that you have moved in and that the landlord is withholding the document. The office is authorised to contact the landlord directly — refusal is an administrative offence (Ordnungswidrigkeit) carrying a fine of up to €1,000.
